Mid 90's Kids TV Show on CBBC

Hello!

The TV show I refer to is about a man who lives in a clock tower, and who rides a mountain bike around a city delivering things. I think he delivers pizza and his boss is a Scottish lady. It may be set in Scotland but i don't think the main character is Scottish.

Any ideas on the title of this show?
