The description of the man in NBC suit makes me think of the play "The Russian Soldier"
This was about chemical spillage at a remote farm and he thinks its an enemy he can see

definately sounds like Z for Zaccharia.

I remember it being very creepy, mind you we were all feeling properly in the shadow of the bomb in the 80's with Norman Briggs cheery little tale and that series set in Sheffield about a nuclear attack.

I remember reading Z for Zaccharia at school, some parts were quite creepy I remember.
