Help with a cartoon

Here I go again...

This time I'm trying to find a cartoon. I think it is probably from the 90's and all I can remember is that it had a duck wearing a rubber ring with a little duck's head on it. When the duck got angry or whatever the little duck's head had the same expression. It always made me laugh. Any ideas?
