I'm from the North East and a 'Fish Pattie' up there is 2 slices of potato with fish between them then fried in batter and a 'Fish Cake' is mashed potato mixed with fish and then fried in either breadcrumbs or batter. Don't think we recognise the rissole thing in my area.

mmmhhh .. Rissoles. Delicious. I used to cover then in Daddy's brown sauce. My mum must have dished up Rissoles at least a week for my dinner back in the 70s. Had mash (always), tinned tomatoes, and gravy.
I remember there was a meat (very fine and savoury) but no clue as to which meat ... sorry.
The reason I'm searching for a rissoles thread? My wife is making tea and the smell reminded me of rissoles. Sadly it's just pie + mash )
