I've not heard of them before either and I did a search of the forum with no results, however Google says...
Relays chocolates were a popular UK sweet from Mars, essentially Toffee Treets in a new wrapper during the 1970s-80s, known for their hard candy shell and toffee filling, existing as part of the larger Treets range that also included Peanut and Chocolate versions before being phased out, eventually appearing as a variety in Mars' Revels mix.

Wow they sound really interesting. Kind of like would you rather? I'd love to come across a wrapper or even just more information. Can you remember anymore about the wrappers or sweets themselves?

I remember in the mid 1980s there were some horror themed sweets my cousin would buy which used to have things written on the inside of the wraper like "Do you want to be boiled in blood, or ripped to pieces on the ragged rocks?!"
